Federal appeals court sets limits on arguments for upcoming Arkansas ...
LITTLE ROCK, Ark. — A federal appeals court has announced limits on how long each side will have at an upcoming hearing on Arkansas desegregation funding.
The clerk of the 8th U.S. Circuit Court of Appeals in St. Louis set the limits in an order posted Thursday.
Attorneys will have eight minutes on either side for the North Little Rock School District's appeal to leave federal court supervision. Attorneys will have 15 minutes per side for the Pulaski County Special School District's appeal on court supervision.
Both sides want to be declared "unitary," or substantially desegregated. Judge Brian Miller refused to do so in May.
Attorneys will also have 10 minutes per side on the issue of the state's desegregation payments of about $70 million a year. Miller's ruling ended most of the payments.
